Paper Abstract:      E-government services should be accessible to every citizen. However, user interfaces, as designed today, hardly enable interaction for all, as they do not reach the different interaction needs in the population, especially in developing countries. This paper proposes an approach to develop tailorable interfaces aiming at the digital inclusion; a case study is conducted within a Brazilian project. The approach is based on Organizational Semiotics and Participatory Design to elicit users’ and system’s requirements, getting to an interaction model and from the model to tailorable solutions that fit different interaction needs. Several prototypes resulted from the model and were evaluated with representative users.
